Matthew Francis

Co-Founder

Matt is the Co-Founder of Platform, leading the firm’s developer surety team. With over 17 years of experience in the finance and insurance industries, he specializes in project finance strategies that leverage surety bonds to secure purchaser deposits which enables developers to access low-cost capital and fund a portion of their development costs more efficiently. Throughout his career, Matt has built strong relationships across the real estate and development sectors and is recognized for delivering innovative, capital-efficient solutions tailored to complex projects. His industry expertise, strategic insight, and collaborative approach have made him a trusted advisor to developers navigating evolving financial and construction landscapes.

Charles Quenneville

Co-Founder

Charles has spent more than two decades in the insurance industry, beginning his career in 2001 and developing deep expertise in construction risk. After holding roles with both a regional brokerage and one of the world’s largest global firms, he chose to take the entrepreneurial leap, becoming a self employed founder committed to building something specialized and enduring. In 2014, alongside his Co-Founder Matthew Francis, Charles launched Platform – an employee owned brokerage dedicated to surety, insurance, and risk advisory for the companies that build Canada. The firm supports organizations across social and civil infrastructure, energy, rail, transit, housing, data centres, manufacturing, forestry, and other sectors that shape the country’s physical and economic landscape. More than a decade later, Platform has grown into a national firm with offices across Canada and a client roster that includes many of the country’s most recognized brands. Leading this team – and advancing its mission – remains one of Charles’s greatest professional accomplishments.

Scott brings over 20 years of experience in the finance and surety industries, having held diverse roles in credit, underwriting, and brokerage. As CEO of Platform, he leads with a focus on elevating client experience through technical precision, service excellence, and forward-thinking innovation. Throughout his career, Scott has earned a reputation as a progressive leader in the surety space. He has served on numerous industry associations and was formerly Chair of the Board of Directors for the Surety Association of Canada. As a designated CPA, Scott combines his financial acumen with his surety expertise to deliver creative, credit-focused solutions that help clients optimize their balance sheets and navigate complex risk environments with confidence.

Rajeev Sakhuja

President

Rajeev serves as President of Platform, where he leads the firm’s finance, operations, and corporate infrastructure. Since joining in 2023, he has played a central role in scaling the organization, building the operating model and institutional capabilities that allow a specialist brokerage to grow without losing what makes it specialist. He brings a background spanning professional services and brokerage, with experience across financial leadership, corporate development, and operational transformation in high-growth environments. Rajeev is known for aligning financial and operational strategy with the firm’s long-term objectives, supporting Platform’s national clients through disciplined execution and a focus on building durable foundations.

Patrick Baker

Executive Vice President, Construction & Development

Pat brings nearly 30 years of experience in the construction industry, with a career defined by leadership, growth, and deep sector expertise. Before joining Platform, he founded and led the National Construction Practice at Marsh Canada, growing it into the largest construction-focused brokerage team in the country. His leadership extended globally as the sole Canadian representative on Marsh’s Global Construction Executive Committee. Throughout his career, Pat has worked closely with many of Canada’s leading contractors, providing strategic support and risk advisory services on large-scale, complex infrastructure projects. His ability to align insurance strategy with project execution has made him a trusted partner to construction firms navigating high-stakes developments.

Barry Normet

With an MBA from McMaster University and over 25 years of experience in insurance and surety, Barry is a seasoned industry leader known for his strategic insight and operational excellence. He began his career on the carrier side, spending 15 years leading high-performing underwriting teams across more than 15 lines of insurance and surety. In 2014, he joined Marsh Canada to help launch a national Construction and Surety practice, which thrived under his leadership for the next decade. Today, as Managing Director, Head of Strategy of the Construction & Development group at Platform, Barry partners with top professionals to deliver exceptional value to contractors, engineering firms, and project owners. Shane Sinclair

Shane is a seasoned Surety and Subcontractor Default Insurance (SDI) executive with extensive experience across the Canadian, U.S., and international surety markets. Over the course of his career, he has supported numerous major infrastructure and construction projects, including contract bonds for public private partnerships and the development of innovative financial solutions for both public and private sector clients. Prior to joining Platform, he served as the National Surety Leader at Marsh Canada for 20 years, following 8 year at a leading Canadian surety company. His deep industry knowledge and strategic insight have made him a trusted advisor in the construction and insurance sectors. Shane is also actively engaged with construction associations nationwide and is a former board member of the Canadian Construction Association, reflecting his commitment to industry leadership and advocacy.

Before joining Platform in 2018, she spent five years supporting some of Canada’s largest contractors as an Account Manager, guiding them through the tender process and day-to-day operational challenges. Her proactive and detail-oriented approach is complemented by her pursuit of a Construction Project Management Certificate, which deepens her understanding of the industry from both a technical and strategic perspective. Prior to joining Platform, he held senior leadership roles at two of the largest international brokerages and Canadian surety firms, where he developed a reputation for strategic insight and innovation. Jason has been instrumental in advancing surety technology in Canada, playing a key role in the development of a national platform that enhanced real-time access to surety data, improved bonding capacity dashboarding, increased bonding limits, and introduced more transparent bond facility management. A respected voice in the industry, Jason has served on multiple committees, including the Alberta Roadbuilders & Heavy Construction Association, Edmonton Construction Association, Construction Financial Management Association, and the Surety Association of Canada. Paulo is an insurance professional with over 20 years of experience, specializing in risk solutions for the construction industry. Larry Quattrucci

Larry Quattrucci is a Managing Director at Platform within the Construction & Development group, where he has played a key leadership role since 2016. With a career spanning over three decades, Larry brings expertise in insurance, claims management, and construction risk. He began his career in 1989 as a property and auto claims adjuster with Citadel Insurance and quickly advanced into supervisory and managerial roles at CIBC Insurance and Pilot Insurance Company. Larry later transitioned into brokerage, spending eight years at The CG&B Group Inc. as a Senior Account Executive and shareholder, where he advised clients across construction, transportation, and manufacturing sectors. Prior to joining Platform, he managed a large construction and surety portfolio as an independent broker. Larry’s well-rounded experience, from frontline claims to strategic advisory, has made him a trusted leader in delivering tailored insurance solutions for complex risk environments.

Allen Erski

Managing Director, Construction & Development

With over 25 years of experience in construction risk management, Allen has specialized in both the underwriting and broking side of the business. Most recently, he served as National Construction Property & Casualty Leader at a global brokerage, where he led strategic placements for operational and project-specific insurance programs, including Contractor Controlled Insurance Programs (CCIPs), and helped develop processes that enhanced client service delivery. Ryan Brown

Managing Director, Construction & Development

Ryan brings over a decade of specialized experience in insurance and risk advisory for large-scale infrastructure projects across North America. His expertise lies in supporting clients through every stage of complex developments, from origination and pursuit to construction and operational turnover. Before joining Platform, Ryan served as Infrastructure Leader at two major international insurance brokerages. Over his career, he has advised on more than 85 Public-Private Partnership (P3) and Alternative Finance Procurement (AFP) projects, working with contractors, equity partners, public sector owners, and lenders to deliver strategic insurance solutions. He is an active member of the Insurance Brokers Association of Ontario (IBAO) and several construction industry networks. In recognition of his leadership and impact, Ryan was named one of Canadian Construction On-Site Magazine’s Top 40 Under 40.

Alan Sung

Alan brings a wealth of expertise in real estate, finance, and insurance to Platform. A graduate of the University of Toronto’s School of Architecture, he began his career in architecture before transitioning to the financial sector as part of the Microlending team at Canada’s largest credit union. There, he was instrumental in funding several of Canada’s most celebrated retail and food brands. His move to the commercial lending team, where he underwrote development loans, rekindled his passion for real estate and development. In the insurance industry, Alan held senior underwriting and management positions with two of the world’s largest insurers. This experience allowed him to seamlessly combine his architectural background with financial expertise, enabling him to navigate the complexities of development projects and deliver tailored solutions for developers and general contractors. Today, Alan serves as an Executive Director for Platform’s Developer Surety team while also leading operations at the Vancouver office, continuing to drive innovation and support for development projects across Canada.

Ryan Khoury

With nearly a decade of dedicated experience in the insurance and risk management industry, Ryan specializes in both contract and commercial surety solutions. His expertise encompasses a wide range of requirements, from standard local bonding for the construction sector to complex and specialized commercial obligations. He has extensive experience structuring bank-fronted surety solutions (Performance LCs) for obliges requiring letter-of-credit style guarantees, helping clients replace restrictive bank instruments and free up vital working capital. Ryan has managed diverse portfolios with facility exposures ranging from small-scale accounts to major multi-billion-dollar infrastructure projects. Ryan prides himself on a consultative approach, providing dedicated advisory and strategic support to all clients regardless of the size of their requirements. Her background includes seven years in enterprise risk management at BMO Financial Group, where she advanced to the role of Assistant Manager, as well as 1.5 years focused on business development and client management. She also brings a strong foundational year of experience in accounting, supporting her analytical and financial expertise. She has worked extensively with large and complex accounts, including leading national developers and construction firms such as Mattamy Homes, Pinnacle International, Broccolini, and Cortel. This experience has enabled Diana to develop a deep understanding of the risk, bonding, and strategic challenges faced by sophisticated organizations. Brendan is Executive Director within the Construction & Developement group at Platform, where he plays a pivotal leadership role within the Developer Solutions department. He specializes in crafting tailored risk solutions for real estate developers and operators across Canada. Since joining Platform in 2020, Brendan has advanced through critical roles across the Developer Surety and Real Estate verticals, building deep expertise in a wide range of insurance and bonding products. His technical proficiency spans Deposit Protection Insurance, Tarion Bonding, Excess Condominium Deposit Insurance, CMHC Performance and Labour and Material Bonding, and Development Bonding, while also being highly experienced in project insurance. Brendan has successfully managed a diverse national portfolio that includes some of Canada’s most prominent developers, contributing to projects valued in the hundreds of millions. At Platform, as part of the Executive Committee, Scott leads the Brokerage Placement Team and insurance carrier relationships, as well as determining our London/Bermuda wholesale strategy. His career includes leadership roles in both broking and underwriting across major global hubs such as Toronto, Los Angeles, New York City, Sydney, and London. He has held senior positions at AIG, Munich Re, Liberty Mutual, Willis Towers Watson, and NFP – where he served as Chief Operating Officer and Managing Director – and founded two specialty MGAs in Canada.

Brett Flande

Executive Director, Claims

Brett entered the insurance industry in the early 2000’s taking a position in underwriting with Everen in Hamilton, Bermuda. Shortly thereafter Brett was tasked with managing the claims teams for both Everen and Everen Specialty, having oversight of all high exposure and complex Property and Casualty claims for the Group. In the early 2010’s, Brett moved to Houston, Texas to take up a senior onshore adjusting role with Charles Taylor Adjusting. Brett then took a position with Aon as the Head of Energy Claims for the USA, sat on Aon’s U.S. Claims Governance and Escalation Board and ultimately responsible for all Property & Casualty claims arising out of Aon’s US and Canadian Energy book of business. In 2021, Brett joined a specialist insurance group within NFP and since 2025, as part of the Platform Team.

Throughout his insurance career, Brett has had the opportunity to work with Fortune 500 executives on a range of complex, technical property and casualty insurance matters. In addition to setting strategy and leading complex negotiations for and with many of the top energy companies around the world, Brett has built up extensive experience with the application of insurance contractual wordings. Brett has collaborated on major projects for leading energy and industrial companies, including Cenovus, Suncor, Chevron, TC Energy, and Bruce Power, as well as global firms like Air Liquide and Cheniere Energy, delivering marketing and design support across oil & gas, power generation, and infrastructure sectors.

Michelle began her career in group benefits at Manulife, paying health and dental claims for large contracts, before moving to The Co-operators, where she managed a personal lines portfolio. She later joined a regional brokerage, where she spent over two decades progressing through increasingly senior roles. Starting as an Account Manager supporting industries such as trucking, construction, manufacturing, and retail, she transitioned into a placement role negotiating complex insurance programs for large clients. She ultimately served as Director of Commercial, overseeing servicing operations, claims, wholesale distribution, and market relationships across a multi-branch network. As a member of the senior leadership team, she also represented the brokerage on the Epic Steering Committee during a three-phase implementation project, helping deliver the system rollout to more than 450 employees across multiple lines of business.

Tony Petrilli
